REGULATIONS ON EXPERTS

The expert is one of the most important figures in dog breeding. From his work, the assessment of the condition and the further development of the breed (s) of dogs depend to a large extent.

 

The expert should be professionally trained, have high moral and ethical qualities.

 

  1. Classification of experts:

1.1 Depending on the specialization of dog breeds, experts can be divided into experts:

  • For one breed
  • For a group of (several) breeds
  • For all breeds.

 

1.2 Depending on the length of service and the number of dogs that have been examined by a particular expert, experts are distinguished:

  • 3rd category
  • 2nd category
  • 1st category
  • All-Pakistan category
  • International category

 

1.3 An expert on one breed may have any category.

An expert on a breed group can have a category starting with the 2nd.

An expert on all breeds can have only the All-Pakistan category or the International category

 

1.4 The initial status of an expert is defined as an expert of the 3rd category in the breed.

 

2. Qualification / expert / commission

2.1 Qualification (expert) commission consists of experts. The composition of 3 to 7 people.

2.2. The Qualification Commission shall consider the documents of the applicants for the assignment of the title in accordance with paragraph 4

2.3 The Qualification Commission collects feedback-recommendations on the work of experts in the rings from the representatives chosen by it.

2.4 By the decision of PKU assigns titles to applicants and issues a Certificate of a certain type and an accounting card of the expert.

2.5 PKU when reviewing documents, it may decide:

  • assign the title of category expert
  • anshold
  • discuss review
  • to assign the title of expert ahead of schedule.

The title is awarded if all submitted documents meet the necessary requirements. Refusal to confer a title may be made in the event that the applicant fails to comply with the requirements. Consideration, like disqualification, may be postponed, or applied, in the event that the applicant does not present at least one required document or its non-compliance with the requirements of the MCC.

2.6 PKU recommends experts to exhibitions, tribal shows, according to their qualifications.

2.7 PKU Directs applicants as trainees to rings on rocks or a group of rocks.

2.8. The expert cards are filled out for each exhibition with a list of breeds and an indication of the number of dogs.

The seal of the organization holding the exhibition and the signature of the Chief Expert or the Chairman of the Exhibition shall be obligatory.

2.9 All feedback on the work of experts is classified information.

 

3. Training of an expert

3.1 Candidate for experts must undergo theoretical training and pass exams on a program of courses organized by public cynological associations that are legal entities and have the right to organize courses.

Courses can only be full-time.

Courses organized by commercial or private organizations are not recognized.

The age of admission to the courses should not be less than 16 years.

3.2 After passing the theoretical training and passing the exams, the applicant receives an intern's book, must pass the practice (internship) at the exhibitions of an expert not below the 1st category and receive a written opinion. (15 EXHIBITIONS)

3.3 The applicant who graduated from the course and has internship practice, as well as experts raising the category according to clauses 4.1-4.6. submit the following documents to the Qualification (Expert) Commission:

• a copy of the document on secondary education

• application of a certain sample indicating the specialization of dog training in the club

• a copy of the certificate of an expert or an intern book

• a report describing the dogs (in form) in print (paragraphs 4.1.-4.6.)

• expert reviews

• the expert's recommendation according to clause 2.3.

• 2 photos of 3x4.

• In exceptional cases, courses of experts-specialists in other Pakistani, or international organizations, can be included.

 

4. Terms of awarding titles

4.1 The expert's rank is awarded to applicants, provided:

-About not less than 20 years old

-form not lower than average

-work experience in dog breeding (the presence of a dog, participation in the work of the club, society)

 

4.2 The initial title of an expert of the third category is assigned to the applicant if he has an internship at 5 certified exhibitions.

- a report should be submitted with a description of dogs in the form in print on one breed of dogs

Documents must be submitted in accordance with paragraph 3.3; item 4.1.

After awarding the title, the applicant receives the certificate of the expert of the 3rd category on the breed and the registration card of the expert

 

4.3 To receive the 2nd category, it is necessary to carry out an examination of at least 6 events of 2 exhibitions and submit a printed report on the examined dogs for at least a year after receiving the title of an expert of the 3rd category.

Examination is carried out as an expert assistant at exhibitions, the expert is not lower than the 1st category.

To obtain the title of an expert of the 2nd category for several breeds, the same conditions are met.

 

4.4 To obtain the title of an expert of the 1st category, it is necessary to conduct an expert examination on its own at no less than 2 exhibitions. The number of dogs inspected must be at least 150. A report describing the dogs should be presented for 100 dogs. Feedback should be obtained from an expert not below the national category.

To obtain the title of an expert of the 1st category for several breeds, the same conditions are met.

 

4.5 To obtain the title of an expert of the All-Pakistan (National) category, it is necessary to conduct an independent examination as an expert of the 1st category at 4 exhibitions, and examined at least 300 dogs. Submit a report on the established form for 150 dogs. Feedback about work should be obtained from 2 experts not lower than the National category.

To obtain the title of expert for several breeds, the same conditions are met.

 

4.6 To obtain the title of expert for a group of breeds (several groups), starting from the 2nd category, it is necessary to carry out an examination of at least 30% of the breeds belonging to the group.

 

4.7 To obtain the title of an expert of the International category, it is necessary to conduct an independent examination as an expert of the All-Pakistan (National) category at least 10 exhibitions. Get feedback from 10 experts not less than All-Pakistan (National). Requests for feedback are sent to PKU, at its discretion. The information is private. The applicant should not know the evaluation of his work, received from the reviews. The decision to confer a rank takes PKU, based on a simple positive majority of the feedback received.

 

 

 

5. Rights and duties of an expert

5.1 Expert has the right:

  • not lower than the 2nd category, conduct an expert examination of dogs at the invitation of the organizing organization or on behalf of the expert commission of the cynological association in accordance with their qualifications - to increase their qualifications by working as an assistant in rings of other breeds
  • participate in the training and professional development of experts.
  • It is allowed to examine individual representatives of dogs of another breed at small exhibitions in the absence of an expert.
  • The decision of the judge regarding the merits of the dog is final and undeniable.
  • After the class has been evaluated and the rewards have been awarded, the results cannot be changed.
  • Give feedback on the work of a junior expert or trainee. (If the feedback request is made by KK, the information is closed.)

 

5.2. The expert shall:

  • be in the ring tactful, correct, friendly
  • To conduct an examination in accordance with the approved breed standards, the examination procedure and the rules for holding exhibitions in the cynological organizations of the MCC system, without failing to note in the description of the dog both the positive and negative qualities of each dog exhibited.
  • Each judge may have his own rating system, which may differ from that of another judge. Demonstration of dogs can also differ, taking into account the estimated breed, the number of participants, weather and other conditions. However, the work should be as systematic as possible.
  • not less than two calendar months to coordinate with the management of the MCC, its participation in the event
  • must always have a written confirmation of the permission to judge the exhibitions outside the country of residence prior to the exhibition. This permission must be transferred to the national cynological organization of the country where the exhibition is held,
  • should not under any circumstances agree to judge the breeds for which it is not licensed by its national organization.

Behavior

The conduct of the judge must be impeccable both in the work and outside it. Consequently:

A judge should not publicly criticize the work of another judge.

The judge has no right to use the catalog of the exhibition before and during the refereeing.

A judge may not exhibit dogs registered in his name or his spouse's name at an exhibition where he is an official expert.

Dogs, which he exhibits at the exhibition, where he is not an official expert, should be his breeding, possession or co-ownership or his partner or the closest members of his family.

He should not evaluate the dogs he owned, had in co-ownership, which he kept, cooked or sold for 6 months before the exhibition, where he judges. The same rule applies to dogs owned by partners or close members of his family.

He is not allowed to come to the exhibition, where he is an official expert, together with exhibitors who exhibit their dogs of those breeds that he judges.

 

Under no circumstances should he communicate or stop at those exhibitors who put dogs on his refereeing. He can do this only after his official duties have been completed.

In the ring, he must behave in accordance with the case, the dogs are examined impartially. He should be strictly and accordingly dressed, and should always be correct and polite.

He must refrain from smoking in the ring during the judging.

He should refrain from drinking alcoholic beverages in the ring.

Under no circumstances can one judge transfer his duties to another judge.

It is not recommended to examine dogs on other exhibits that are not part of the CIC-IKU system.

 

5.3. An expert should not:

  • To get acquainted with the pedigrees of the exhibited dogs before the end of the examination
  • see individual dogs to the ring
  • participated during the examination for extraneous matters, personal conversations
  • produce his own or his family's dog in the ring where he is conducting an examination, as well as a dog of joint ownership.
  • should never be late or leave the exhibition site until the completion of their official duties.

6. Responsibility of experts

6.1. The expert bears moral and administrative responsibility for the quality of the examination.

6.2 For violations of the rules of exhibitions, poor quality examination, unethical behavior in the ring on the expert may be imposed penalty:

  • a warning
  • rebuke
  • Disqualification for a period of 1 to 3 years
  • full disqualification

 

6.3. The penalty is imposed:

  • on experts with the 3rd in the All-Ukrainian category by the Qualification Commission of the MCC.

 

7. Payment of Expert Works:

7.1 All calculations with an expert are conducted by the organizing organization. Compulsory payment is subject to transportation and travel expenses of foreign and foreign experts in accordance with the legislation of the country where the exhibition is held.

7.2 Payment of the expert's work in the ring is made on the basis of a preliminary decision of the exhibition.

7.3 The expert does not have the right to impose conditions on payment for his work.

7.4 The examiner should always be given a first class reception, regular and timely meals and a small amount of pocket money are provided.

7.5 All normal travel expenses incurred by the expert should be refunded immediately upon arrival or, upon prior agreement, must be paid in advance.
